It is a civil, regulatory offense - not a crime.


62% of illegal immigrants pay taxes and 66% contribute to Social Security. Forbes magazine notes that illegals aren't clogging up the social-services system: only 5% receive food stamps or unemployment; 10% send kids to public schools.
